the eu4 to vic2 converter is kinda special, when it converts cultures, it takes into account how long ago you converted the culture, if you converted in the 1800's, then it will barely change the culture of the province, if you converted in 1500's, then it will change it entirely. Also, the converter, as far as I understand, only considers a core of your nation FULL cores in eu4, as in, that province belongs to a state! if the province didn't, which in your case they most likely didn't all belong to a state, then it goes to vic2 as not being a core of your nation, but you can get it later on

To clarify about putting factories in provinces that have specific resources: Yes you produce more, but not in the way you think. It's a throughput modifier, meaning that each worker has a larger work capacity(ex. 1 worker can turn 10 iron into 10 steel, with more throughput he can turn 20 iron into 20 steel). Technologies have an output modifer(ex. 10 iron into 20 steel) and an input modifier(ex. 5 iron into 10 steel). These techs are the ones that make factories profitable. Clerks too, they improve output efficiency by up to 50%.

If you converted using the EU4 to Vic2 Converter that is on the PDX forums, it checks when you converted a province to a particular culture. If you converted it ~150 years before you put the save in Vic2, the province's population will be composed of ~50% of the desired nationality. The mod devs said that it's because in their interpretation, when you culture convert in EU4, you only convert the elites, and then it trickles down from there.

I mean, the Ottoman empire reaching the outside fringes of India isn't exactly the most insane alternate history idea I've ever heard. It was just those damn persian cutting east off from west the way they'd been doing basically since the collapse of Alexander's empire.
