You kind of need colonies or other kinds of oversea territories to feed your industry, people and military. Might be doable with a power bloc but at least for the early freebies it's probably not worth it. And you need the ability to form one.

Well, I've got 110M gdp with Netherlands in 1905, and 23 sol in 3 incorporated states, 15 subjects and my Power Bloc Dutch Empire is the third power bloc after Russia and GB, also Im 4-5 great power with pretty small army but technologically most advanced nation
