The AI specified Savoy region, not the Duchy of Savoy. Two different things. The first one is in modern day France (as said in the text) while the latter is what became the Kingdom of Sardinia. Not Turin region (where I live btw 🇮🇹) but the adjacent one on the other side of the alps, where the city of Chambery is.

You can do one even better, by spawning every single institution in one province. It was done in Cagliari, a province in Sardinia, and the run was completed (with a lot of crashes admittedly) a while back
