It's crazy since only 2 arcs ago Big Mom was upset that she couldn't secure an alliance with the giants. She beleived an alliance with them would've secured her as the Pirate King. Usopp is strong, but the problem isn't his strength but his self perception. He pretty much has an inferiority complex. We have seen Usopp perform very well in the past when something is important enough, his determination can sometimes overpower his fear and that's when Usopp shines the brightest. What Usopp needs most is confidence in himself, not a devil fruit

Allow me to blow your minds rq; could it be.. that the size of luffys fist amplifies the ryo output in proportion to size. where as small fist small ryo output and the bigger the fist the more ryo output. In other words luffy Nika-Nika fruit has the power to amplify Haki, Ryo and observation by relaying on amplification of certain bodily functions; in luffys case he simply has to imagine greater power and if this thought process proves to be true than luffys capableness will depend on whether he knows he can do it or not; is about his understanding of his fruit to amplify bodily functions/part !!!!!! if this theory is true then it is crazy. I think that's what is going to happen. Luffy has the strongest devil fruit and mastered all three stages of haki. Also he has king conquer haki that rival the celestial dragon.
