Kudos you for your observations about how weird Enies Lobby is both in terms of geography (obviously) and also architecture. Oda did not write three arcs in a row where strange geography or architecture is discussed in tons of detail only to forget this arc… there’s definitely a lot more to Enies Lobby hidden beneath the surface that I hope will be explored later in the story, and would love to hear your expanded thoughts if you do an arc review

To add something, the reason why Lucci's coat doesn't rip when he transforms (or why any other zoan) is answered in an SBS. Devil Fruit users powers have a tiny aura that affects their clothes (Look at the logias we've seen whose clothes turned into their elements too) or Luffy, whose vest stretches with his body as he's shot at or ballooned

Spandam is the perfect guy to head up this type of work. He IS weak therefore he has to be a "weasel". Give a mission like "recover the blueprints" to Lucci and his plan would be to walk up to Iceburg, threaten to kill him if he didnt hand over the plans, then kill him since Iceburg wouldnt do that, and afterwards perhaps tear Water7 apart till he finds them - which he wouldnt have. Not exactly "subtle". But Spandam is a sneaky bastard by nature as we saw in Frankys flashback. His plan back then worked (almost) perfectly unfortunately. Thankfully even the universe is apparently out to end him :D Karma is a bitch right?
