For example I'm afk fishing at dark crabs with no gear this guy keeps attacking me, as soon as I gear and come back ( I was geared in equal gear like him ) he throws his tank gear on and starts running for the lever. They want easy skiller kills.

Harmonised orb never had an attack delay (passive effect)and it was always 4tick attack speed. Both in pvp and pvm. Autocast having no delay in pvp with any staff on seems like an oversight. Blog specifically said nps's

The balancing between combat styles in osrs has this quirk where magic weapons give very little attack bonuses compared to melee and ranged weapons. This results in a situation where, say, 10 points of magic defense bonus goes much further than 10 points of ranged or melee defense, because a person attacking you with good ranged gear will have like 200 attack bonus, but a person attacking you with good mage gear will have a much lower attack bonus, something like 120. Void gives identical defense bonuses against melee magic and ranged. The combination of this quirk in the overall balancing of combat styles and void’s perfectly balanced defensive stats make it so void is very frail against melee and ranged but quite tanky against magic.
