It's the same action but with a different stock and barrel. It's basically an accurized variant used by the army's squad marksmen.

both were sort of derived from M1 Garand The EBR and EMR is a modernized M14 and M21 respectively, both comes down from the Garand during the Cold War. probably one of the main differences are the trigger unit, hence the former can full-auto and the latter can only semi-auto. technically one can make it 3-shot burst if one knows the workings
