@AllianceB95 with all due respect, you are partially correct but you're looking at it way too broadly. brushes CAN be cleaned, but in the case of this particular wash there's clearly no one bothering to take care of them. I work in this field, where I work we work hard to ensure our bristle brushes are taken care of. If brushes aren't cleaned, the gunk and stuff you mentioned accumulates and gets smeared onto cars. The material used to make the brushes also plays a factor.
