I figured it out. While he has you distracted with the hands producing the cards. The other one is gesturing to the Elder Gods to summon more cards into his empty hand. You have to pay close attention to notice it!

es ist klar dass man als zauberer erkennt wie so etwas funktioniert, wenn man ein bisschen ahnung von der karten manipulation hat...trotzdem könnte so gut wie kein anderer zauberer diesen act so hervorragend vorführen wie An Ha Lim das macht...es geht nicht darum zu wissen wie es geht, sondern es geht darum diesen act so sicher und perfekt vorzuführen

They're not coming from his vest. Most if not all of them are coming from the pouches in his cuffs. They're not hard to see in the video of likely in the first couple rows of the theater. Also, notice how the loose fitting cuffs on his jacket sag throughout the performance; They're holding a lot of cards.
