I've come across many '70s engines with ill-aligned steering handle engine speed indicators on which the gears were meshing correctly, and generally, the problem resulted from an intermediary plastic shaft being installed wrong. Those are square at their base but have little protuding alignment tabs placed so the alignment will be right. I found some people will have forced the shaft in position, breaking those tabs allowing installation at a 90 or 180 ° off position consequently screwing up the speed indicator band reading.
