The spirit of the rule change 600 years ago to allow a pawn to move two squares on its first turn was to make the pawn a little bit quicker than it used to be, but in such a way as to create almost no change in long-standing pre-existing pawn versus pawn chessboard tactics. The existence of the chess rule against castling a king across a check and the chess rule against castling a king out of a check have a similar train of thought as the rule that allows an "en passant" capture of a pawn that has just moved two squares. Normally, a king is a slow piece that can only move one square at a time. However, the king's movement of two squares during a castling would otherwise open up the possibility of a gaming exploit of being able to sneak one's king past a square that is under attack, or a gaming exploit of the king making an especially lengthy getaway from a square that is under attack.
