its stupid because the fumble happened while he was might have been trying to hand the ball off to number 10 anyway.

The point is you can't have what Aaron Rodgers did a few years ago and intentionally fumble the ball. The rule applies on fourth down and in the last two minutes of the game. If the QB were the one to pick it up and try to run then it would have been okay, but the rule is to prevent the intentionally dropping/fumbling of the ball.
