Hogan is a prisoner of war a VERY far way away from his prisoner of war camp, which he is not supposed to leave. In fact, whenever Hochstetter sees Hogan, he's typically inserting himself into places or conversations suspiciously, at best. The question is ALWAYS justified.

On the contrary, you'd be surprised how many SS Nazis managed to become American Citizens. It's always likely that he managed to do this himself, if not escape to the Argentine.
