From the end of the flute: Hole 1: 8.7 cm Hole 2: 13.8 cm Hole 3: 16.4 cm Hole 4: 21.7 cm Hole 5: 25.75 cm Hole 6: 29.6 cm Blow hole: 52.5 cm Entire pipe is 57.5 cm and the air plug is 1,5 cm away from blow hole. Pipe inside diametere is 2 cm and outer diameter is 2,2 cm.

What do you do when the lower register is is in tune, but the upper isn't?

There are some options. Easy option is to change the location of the air plug, move it back and forth and test it with tuning meter. One a bit tricky option (but effective) is to put a long wedge inside the pipe. Higher end of the wedge should start from the air plug. I can't remember the numbers exactly but the higher end should be something like 1/3 or 1/4 of the bore diameter. The lenght is roughly a half of the flutes lenght but it depends on the tuning and how far the air plug is from the blowing hole (the furhter the flatter pitch). There is also one option that includes shaping the bore side of the tone holes but I've found that quite inaffective.
