I wore a cloak for years and got so many compliments on it. If you want to wear cloaks literally no one will stop you and everyone will support you. My guess for the reason they arn't in fashion is because people can't deal with children and groceries as well when your arms are encumbered by folds upon folds of fabric. You can buy wool cloaks made by seamstresses on Etsy but you'll pay the premium for the artistry and natural fibers as well.

McCalls should work with you for pattern for that hooded cloak because omg it is so Little Red Riding Hood prefect! Beautiful. Incredibly creative use of ban-roll. Hair canvas and pad stitching can be used to shape lapels so that they will curve around the body, rather than being flat. Love this whole outfit!
