Its a marimo its made of marimo filaments. Marimo can grow in a ball, in a carpet like moss or as free floating filaments

There are a lot of fish thst will eat it, that's how I got rid of it and it never came back. I've had the same 3 moss balls for 7 years. I got barbs and they ate the hair algae off my moss balls didn't hurt the marimo balls at all.
