I used to play this when I was like 11 years old at the carnival in our village and a lot of people watched me playing alone for passing 10 stage all by myself with just 10 credits using the Zero most of them surprise that even the 20 year olds had hard time clearing those stages

Excellent gameplay, my compliments! While this is undoubtedly a great game, in my opinion it's a small step backward from "19XX: The War Against Destiny", which had more interesting game mechanics, better soundtracks and more inspired bosses. Furthermore, I can't understand why the programmers opted for a horizontal-oriented display. My favorite game in the series is still "1941: Counter Attack" (mainly because I can complete it with a single credit, LOL)

In 1984, Capcom made 1942. In that game there was a p-38, 1944 loop master is a sequel from that game.

Downed every mame rom version including parent roms and still can't get it to work. Ideas?

Did you unzip the downloads? If so do not do that. You will also need to download the bios files and make sure that the roms you downloaded are for that version of M.A.M.E.
