I believe City will likely guilty simply because City had a turnover of 21m far less than United, Arsenal, Liverpool, Chelsea,even Spurs and and some other few other clubs in 2008 after the takeover by 2012 they already had higher revenue than Liverpool, Arsenal , Chelsea only 6m behind united who within that period won every trophy including UCL,Super cup club world cup 3 Premier league 3 UCL finals, City only won just 1 premier leagues my within that period mind you those clubs like Liverpool and Man United were already building for long long period. City are never going to face proper justice for their multiple crimes, they are an oil state owned club and the Premier League knows it simply does not have the finances to go to war with them. Everton got a points deduction for over spending. Which is very easy to prove since all clubs have to turn in their finances. The league have charged Man City of some very serious allegations. Those allegations will have to be trialed and are extremely hard to prove. Millions of documents etc etc will have to be reviewed and read. We will only get a sanction if we're found guilty. If we're not we will be the ones suing very soon. Or atleast after the appeal cases. That's how law works.

If City's corrupt owners get off scott free, it will be the biggest disgrace in football of all time. They need to be given a suitable punishment: relegated 2 divisions and banned from making any signings for 2 years (with either no fine or minimal fine, which let's them all know that it's accepted that money is no object to them). It has to be a result that makes City's owners actually struggle to beathe for a minute or two after hearing it. Only that will stop them and their ilk in their tracks.
