Man Drivers Onto Beach & Kills Pedestrian

DETAILS:
A man was arrested after driving onto the sand near the pier and running someone over, killing them. Santa Monica Police can be seen investigating and arresting the suspect. Due to a language barrier, it was difficult to find the correct driver. Both the driver and passenger, who said they had been drinking since 3pm, were given DUI tests. They have a large area of the beach closed.
The driver was eventually arrested after translation of the situation.

It’s illegal to even park on the sand at Santa Monica beaches with a motor vehicle. So sorry for the victim and family😢. The driver deserves whatever punishment he receives.😕

Title is misleading. Definition of pedestrian - someone walking on a road. The woman who was killed was sleeping on the sand, so not a pedestrian.

Problem is...... California doesn't require International Driver's licenses to pass a basic CALIFORNIA driving test. In CHINA, it is actually illegal to yeild to pedestrians. This guy will judt grab a bew identity and he will never be seen again after he bails.
