It is so nice to see a young man like you who is paying attention to how women feel about how men present themselves. I think his apology for his appearance was mostly about feeling bad for presenting a fake image. He looked very awkward. The ladies were trying to be nice about his suit. But, the fit was all wrong!... sleeves, pant length, and inseam, were all too short. Another man might have been able to pull off confidence in that suit (assuming a proper fit)... This dude was nervous cuz he was faking his style. You can't fake your 'style' and appear confident. Like you said,... dressing down with a white T would have given a better impression. Dressed to impress doesn't have to mean in a suit. It has to reflect your own personal swag. If you feel confident in a white T, pressed jeans, and a blazer, your positive energy will be picked up by others. Most women don't care if their man never wears a suit if he knows how to up his game in his own style. Also... you are so right about long hair and piercings. Many women will tolerate it, but we prefer a clean cut look without an itchy scruffy ugly beard... we don't like that rubbing against our face. And we prefer to know what you look like without it.
