Well its pretty much the same thing in this context. She is also getting charged with being an unregistered foreign agent as far as I understand it. And those registered foreign agents are, for all intends and purposes, nothing more than lobbyists for a foreign country. Not really the same as a typical spy. Mannaford was charged with that as well, because he was lobbying for a foreign country, but that would have been ok if he had disclosed that and registered. But yeah, foreign agents in that regard pretty much just means a foreign lobbyist, and that is legal, as long as you register with the Government. In Russia for example, human rights groups and activists that take any foreign money (which is most, if not all of them) have to register as foreign agents and marked and advertise any events or speeches they hold as being organized or held by a foreign agent.
