One of the tools are save states, which allows you to get the desired outcome of any random event. There are no hacks/cheats involved.

I took advantage of an error on the right side of the finish line. There is a small polygon that considers itself to be the beginning of your current lap, rather than the end. For the moment that I manipulate my item, I am over that spot (and the game considers me to be in 8th place). This is also possible on Koopa Troopa Beach. If you go slowly, you can watch it happen, but I went so quickly that you can't even see the change onscreen.

tool assisted run. he used a program to slow down, and rewind the game frame by frame to basically pull off everything here perfectly, IDK how often someon using one of these things has to rewind the game and each part to achieve the desired result, but it definitely has to be a lot.

@jazztonish It's called luck manipulation, something that's common in TAS. All he does is press the button when he knows he's going to get the mushroom (or the item that he needs atm.) and if he doesn't get it he just re-loads the savestate and changes his timing.
