Loyal Theorists, there is a remake of the Super Mario RPG being made and that got me thinking about the original. Geno is a character who was sent to protect Mario's world but we never knew who sent him... but I believe that I might have SOLVED that!

Probably because Geno is a skilled warrior (as seen in game) and as a being from Star Road possessing the puppet, it makes the most sense he’d go back to it to help Rosalina out with “SPACE CRIMES!”

This is probably the most likely answer. As fun as it is to think of Geno serving Rosalina, she really just rules over the Lumas and the Star Observatory. She has nothing to do with the wishes which Geno, his "higher authority" and Paper Mario's Star Spirits in Star Haven are directly involved with protecting. Now how those wishes are granted are very different between the two games so Geno's real higher authority is probably something that got scrapped when they changed it to Paper Mario. But Star Way, the entrance to Star Haven, is called Star Road in the Japanese version, which is where Geno is from in Super Mario RPG. It's very clearly a different Star Road than Super Mario RPG's but it's likely they share a similar purpose. That being the connection to Star Haven which we know in Paper Mario is the highest authority over wishes.

Considering Yoshi was planned as far back as OG SMB, I would not be surprised if they had the idea for Rosalina 10 years before she actually showed up.

Well, there is one important thing to remember. Both Mario RPG And paper Mario, Have stories involving those responsible for granting wishes. In Mario RPG, it’s the star road being destroyed unintentionally. While in the first paper Mario, Bowser steals a wish granting star rod. I think it’s entirely possible that the higher power Gino mentions. Could very well be the star sages that you would upset him in paper Mario.

I always thought the higher authority was the elder stars you rescue in Paper Mario 64. I know that paper mario is canonically a different universe but the first game started as SMRPG 2 before the falling out with square. Geno describes star road being where hes from and what hes trying to save, and it sounds just like star haven in paper mario. Twink in Paper Mario is a small star spirit and looks just like Geno does when he leaves the doll body in the end of the game. Incorporating Rosalina into this lore is a lot of fun, but I think canonically they planned to have him be from star haven when the paper part of paper mario was still just a fun visual style with the occasional "made of paper" and not so literal like it is with every game moving forward.

This actually makes a lot of sense considering that in Mario Galaxy, a baby Luma has enough power to enhance Mario's abilities, like spinning and pullstars. A full grown Luma would likely be capable of using a toy as a vessel to fight at the level that geno does.
