There isn't anything with 100% assurance Civilian areas can be used as military infrastructure and thus can be legitimate targets. Not saying all buildings in Mariupol were used as such but when you start losing your shelter, you will switch to existing civilian infrastructure And even in Azovstal, there were military personnel with civilians.

Sir, you have got it all wrong. My wife is from Mariupol and her sister still lives there. She is happy to have survived (her father did not make it) and she is happy Russians have liberated the city from the Azov batallion. The city has been destroyed because those Ukrainians used the inhabitants as human shields against the Russians. Mariupol was primarily a city pro Russia.
