Well the concept of the Maverick Virus evolving to a state being able to corrupt more than Reploids was a nice concept for an X9 game for sure, fitting even for a finale of the series. Inclunding the fact that this version of Sigma along with Ultron got so far in his head they could ascend to become God is a nice concept of how far Sigma's insanity due to the virus would have went.

But by technicality, Light is too. Light created robots that could potentially be dangerous (the original Light Numbers: Cut Man, Ice Man, Fire Man, Elec Man and Bomb Man....Plus Time Man and Oil Man). Wily decided to take advantage of their capabilities to cause havoc and Light kept making more robots that would be used for evil later (MM9: Splash Woman, Tornado Man, Concrete Man, Hornet Man, Magma Man, Jewel Man, Galaxy Man, and Plug Man). He created Gamma, a giant robot that Wily would hijack. Light had very good intentions, but he did not think of any possible consequences that his ideas would have. He created X and years later a good man named Dr. Cain would replicate X's design to the best of his ability to create the first Reploid, Sigma and others. We know how that's going to go. So yeah, Light is kinda responsible too; even if he never meant anyone harm. But nonetheless, Light tries to make up for this in the X games (I guess since MVCI is here, it kinda confirms that Light sticks around a little longer as a Spirit/A.I. Program of some sort) by providing X (and Zero in X5) armor to fight off opposition.

Light is not responsible for Wily's actions, and Wily has proven he can make robots with or without Dr. Light's help. If he had never been involved in Light's work or even just learned to be more forward about his contributions instead of silently stewing in his issues, Mega Man would still just be Rock. Wily is literally the sole driving catalyst for EVERYTHING bad in the basic timeline up until the X series, and even then Sigma is a direct result of something he had done and Wily still didn't give up manipulating things behind the scenes as a living virus until the like X6

Honestly the stronger Ultron Sigma got, it seemed like Sigma became Ultron's bitch more and more. Especially with Ultron Omega where you could hear Ultron's voice very much dominating over Sigma, as opposed to it being slightly over Sigma as Ultron Sigma.

This allows Ultron to use the full potential of the Mind Stone, something Ultron Sigma isn't capable of as Ultron is still using his original body. Another thing is Infinity Ultron has access to the Soul Stone (I don't know why but I want to know how) so Infinity Ultron can conquer Ultron Sigma
