Please, can you tell what are the two little pipes (screwed into the camshaft chamber under the air intake) stand for? They are leaking.

I wonder if the bolts were threaded into water jackets. Keep putting vinegar on threads if it is rust. Glad heat worked looked like some thread locker was used like caulk. Will the bolts have to replaced or the threads tapped and chased?
