You'll need to Freeze Transformations under the Modify menu before using the Cluster Warp. I know I am a year late, but it might help the next person :)

It's under the modeling menu because it's not useful for rigging, the performance is too low unfortunately. It has great in-built features though.

YOu did not have to create joints... instead use CLUSTERS .. parent each cluster to a curve point & then create your control rings.. (nurbs circle)
