According to the official Toyota procedure, you are supposed to measure how much comes out (assuming no leak or previous change), or look up how much it should have as per the technical specifications for the transmission model. Then you are supposed to add in too much fluid (apparently it can be harmful to start it up with too little fluid), repeatedly shift the car into all the different positions while you wait (spend 1 second in each position), get it up to a certain temperature, I think about 45c (you can put the car in a diagnostic mode which you can do by connecting a wire to two specific OBD2 port pins, it will tell you when it is within the proper range by flashing something in the gauge cluster), remove the drain plug, drain it until the constant stream turns into a dribble, then close it up. It is not clear how damaging it is to start it up with insufficient fluid, but probably not severe since this is only for a moment and this process is not done very often.
