What you have to do is 1-place your tongue at the point where the ice cream and the cone touches 2-rotate the ice cream whilst moving up so you have licked the entire thing making it a new, streamline shape 3- continue appearing to lick it normally when you are licking up slightly but then pushing the icecream down into the cone 4- the ice cream cone is filled with ice cream and you just in one swoop lick up any ice cream remaining on top 5- enjoy a crunchy wafer filled entirely with ice cream

We call them ice cream cones. Soft serve if we wanna be specific. There are way too many companies known for it to call them by just one even though Dairy Queen is probably the best known brand. Soft serve machines are prolific and relatively affordable for independent operators.
