When setting up a brand new machine, you will probably need to tweak the settings slightly to make it work as smoothly this one does.

No, it doesn't come with a universal charge bar. The Universal bar is aftermarket.

Also the company that make the red universal charge bars went out of business. Ballistic Products just made a new one, which is black.

can you adjust the machine from 3 inch to 2.5....

This is 2 1/2 inches. I haven't ever changed to 3 inches. It can be done. It would need other parts and much adjustment.
