Good research and theory. I've wondered who the voice actor is as well but keep in mind that voice actors are often asked to do accents. It may be Steven Ogg for all we know. Had anyone heard him do a Russian accent? Oleg (Kite) does sound very similar in timber to Pavel though.

I think it's very likely that Pavel is voiced by an American putting on a Russian accent. But if it is Kite, his impression has gotten a lot better since "2 Broke Girls". I think there's a fair chance it's just one of the Rockstar staff who can just do the voice, and is probably credited for something else. Or if he is a true slav, there's a good chance he could just be exaggerating his accent (similar to Boris from LifeofBoris I think).

When Pavel was first introduced I said to myself that it sounded like the dude from two broke girls. I looked him up on Wikipedia and it had a reference to that show and it also showed him voicing Pavel. I just looked him up again by Wikipedia and that reference is now gone. What I am trying to say is that Pavel may actually be a very important character in GTA 6
