because over 95% of the population currently lives in 5% of the land, concentrated on the Nile Valley and coastal ports. As Egypt's population is rising, the existing infrastructure simply cannot sustain more people. That's part of why the government is constructing this desert metropolis, to disperse the population into previously uninhabitable lands in the country :)

There is New Ismailia to the East of the old one across the Suez Canal. It will accommodate about 250 thousand inhabitants.

@ϥⲣⲁⲟⲛ They are some contributor from other country want some profit with Egypt, it's a highly touristic country and they accept to build there Hotels there with there own money, make profits and give to Egypt for 20-30 Years. Egypt collect 37 Billions $ with the contributors and with be very profitable to more than 2 billions $ a year.
