He's most likely NOT the operator but a mechanic with the assembly crew. Our mechanics run all sorts of huge machines on the dock that they were never actually trained and certified for and the union is fine with that.

I’m guessing that one of the bosses operating due to it being a new toy. If not he wants punting onto a roller and replacing with someone who knows how to load a tipper. On that you would think they would be loading proper Dump Trucks with a machine that size perhaps just showing its capabilities for the sake of the video?
