Because parts of a scrapped zone named "genocide city" was combined into it, thus why it's 3 acts long. Also, the name genocide city was because the japan devs didn't know the meaning of the word. If this zone wasn't scrapped, it would likely have gone under a different name in the west.

What was always way more frustrating was the water / liquid levels, being underwater was terrible, and the oxygen deprivation part: terrifying and traumatic.
