The reason on how the soothing bell is able to stick onto pig is because of the foresight of mewtwo in getting a reaper cloth which a reaper cloth is imbedded with spiritual energy, so he used that with the soothe bell into allowing it to be apart of pig any time pig phases. That's the theory I'm going with because ghost pokemon can evolve with that reaper cloth. Also would of been funny if some of the pokemon in future comics also be shiny just to keep the shiny charm meme going.
