I forget that Tom took over as Don for awhile. The focus of the movie followed Michael, who went on an odyssey after this, matching wits with Hyman Roth. Michael still seemed solidly the Don through all those scenes, but Tom actually had the title as Don for awhile. Michael in Godfather I & II, had such a cold streak that it was hard to determine at times if he was being sincere or not. However, actions spoke louder then words for Michael at that time. If you could get past his cold demeanor and judge him based on his actions, he was actually, in a very non-sentimental way, honoring Tom and affirming that he trusted him at a fundamental level. He did this, while still keeping an eye on Tom and keeping him on his toes. If Michael trusted someone in his family, they were generally in good shape surprisingly and it would require disloyalty and obvious incompetence for Michael to turn on them. For all his coldness, he was actually, a decent boss.

The following clues all allude to Fredo being involved - 1. Dead bodies were found outside his bedroom indicating a link between him and the perpetrators 2. The hit men were hired out of New York which indicates that they were likely tied to the Rosato brothers who were aligned with Roth who wanted Michael killed and who Fredo later admitted to Michael that he had dealings with and 3. While Fredo didn't actually kill anyone personally, he allowed himself to get mixed up in this scenario which once it went wrong, made him look obviously guilty.

@@MassEffectFan113 Agree. We never really will. None of the possible really make good sense. I often wonder if it was maybe Rocco related. Fredo wouldn't have had the heart or the physical ability to dispose of those two assassins like that. But his men? He was a Capo after all and had many men under him. Maybe.. but what could Fredo offer them that Michael couldn't? I don't even see his men giving loyalty to Fredo over Michael. I just don't see it. Anyways, I do believe Fredo didn't know it was going to be a hit. But Rocco on the other hand.. when they discover the bodies Rocco asks Tom where Mike is.. and Tom just responds with an angry, shouted "Rocco!" as if to say "Why you want to know? Don't you know not to ask?" Then at the end, Michael sends Rocco on a pretty much kamikaze mission to eliminate Roth.. I wonder did he secretly suspect Rocco of being involved somehow and send him on that mission as payback? There are other things too.

Rocco was definitely the other traitor in the family. Roth manipulated Fredo by making him think he'd get his own piece of the business independently, but he likely offered Rocco a lot of money to beteray Michael and kill him. Michael even says after being asked by Tom if one of his men (Rocco was even named) could be the traitor, "all our men are businessmen and their loyalty is based on that." The fact that Rocco was basically forced by Michael on a suicide mission confirms it was him. Like Pentangeli, he was given a choice to kill himself for the Corleone Family in order to guarantee the safety and well-being of his own family.

When Michael explains to Tom about who is smart and who can be trusted, what the motivations of the 'businessmen' (other families) are, while Tom nods as though being enlightened, goes against who Tom is supposed to be. Tom wouldn't need such 'tuition'. He's a very clever guy, the former advisor to Michael's father, and in fact more experienced in 'mafia matters' than Michael himself. This was a plot hole for me.
