Stealing a bunch of pens is what "everyone" does. Stealing a cup/glass I think is much more unusual, but it does make sense. Stealing a stack of paper on the other hand makes little sense, unless he's a proper kleptomaniac or really needed them to sketch and design his next robot idea.

the glass doesn't really make sense unless you need more glasses, the paper is definitely more versatile and used for stuff like keeping notes, sketching, drawing weird symbols and spreading them around and telling small children they're runes to prevent dragons from attacking, making a small booklet, etc.

Unless all of these rooms were intended to be used later that day (and its highly unlikely that all of them would be), they should all be closed. Not only that, but there should be cameras that would have caught a stranger sneaking into rooms and taking things, and someone should have adressed it lol.

This reminds me of the time I worked at a fancy restaurant. Some clients found the door to the kitchen, opened it and freaked out when they came face to face with a rottweiler. We got an earful from our boss for scaring the customers. Despite the fact that the dog belonged to the owners and was always kept in the kitchen, along with their cats that liked to sleep in the pots and pans. That restaurant doesn't exist anymore.
