I can't say for sure that your dream has anything to do with the illustration for this video, so don't let me rag on you. But at the same time, I don't think this picture/painting/whatever is of Tokyo. The facing of the cars is pretty indicative; the car paralleled nearest to the "camera" of the picture is on the left side of the street and facing towards the camera, implying that the cars drive on the right-hand side of the road.
