How to climb anything on a mtb bike without losing traction: Step 1: put your taint on the tip of the saddle to have the most forward position and the maintain traction on the rear tire. Step 2: get into a really low gear. Step 3: DO NOT STAND UP. This is how your tire will just loose traction in the middle of the stairs set. Step 4: pedal consistently and in a higher cadence because if one pedal stroke too hard, you will spin out and loose grip. Step 5: do not stop pedaling. Follow these steps and you can climb anything on a mtb bike

As he says, "you should be able to get up any incline that you would be able to get up if it were smooth" - so, the steeper the incline, the harder it is. and you can build up some speed to climb up small sets of stairs just as you could if they were smooth. However, stairs with this incline are actually pretty common, at least they are in Europe.
