You probably don't want to overstep your legal authority with wealthy homeowners. This will be a very winnable suit, and they have the time and means to bring it. That being said, the term "renovation" has to be reasonably defined. In my area, a developer can leave just ONE basement wall intact of the original structure, rebuild the rest, and it is still considered a "remodel or renovation".

this guy is talking around the issue. he is propagating the image that BH would like to present to the world, but it is largely a facade, as you can see when you watch the videos on urban channels showing closed storefronts and for-lease signs. This is not a BH issue, tho. The judge is trying to enforce a statewide law that requires municipalities across the state to provide a certain level of affordable housing when they permit new construction. In most cases that means that an apartment or condo building has to offer a percentage of their units at below-market rates to income-qualified buyers and residents. BH and other moneyed enclaves thought they are going to be smart and designated the pool houses, ADUs and the quarters for the domestic staff as 'affordable housing'. The judge wasn't having it.
