Those states who invested in the infrastructure devepment get MSP. Big or small farmers is not the basis.and MSP is not legally binding for the state govts is also a big reason. In bihar, abolition of Mandi system and bringing the farmers completly under the market influence is a major reason why farmers do not get msp. 3farm laws will abolish the mandi system in whole india, also pb and hryana. Instead of giving MSP to whole india like pb and hryana, 3farm laws will abolish this mandi system in pb and haryana also.and bring down the level of pb and haryana to all india.
