If he doesn’t have the ball, no. If he’s trying to apply a tag, yes. But then again, it’s legal at that point to slide into him to make him drop the ball. If it isn’t a force, if he doesn’t have the ball and he’s blocking the base it’s always a good idea to slide into a baseman to remind him not to do that.
