It's because there's a lot of degrees to this thing. Sexting, say, a 16/17 year old, does not nearly put you in the same category of someone graping a 6 year old. In the first case there is no physical contact or exchange of graphic material, and it also involves someone in post/late adolescence, who has (nearly) fully developed secondary sexual features.
