As per Is 4031 part 4 ,Gauging time is 3-5 minutes and mixing of cement paste should be done with the help of two trowels so that skin temperature of your palm could not effect the temperature of paste . Your presentation is very good in totality.

I think you are asking how to take 25% of water for given cement ? Ans- you have to just multiply 25% with weight of cement. Like 25%*250gm(cement). And 1ml =1 gram
