A budget must be adaptable to consider any changes in income (new job with higher salary) and spending (e.g. prices go up). To answer your question: Some amounts are pre-set like the bills, rent/mortgage etc. Then there are the various expenses, which are based on estimation. If you budgeted for some time, tracked your expenses and put them into the yearly overview you can see what you spent so far and base your amount on that. You also consider any bigger expenses you saved up for. Miko is going to visit my homecountry this month. If you look at her budget, he has added an inflow of $5000 in her income section (from her sinking fund) and added a line in her various expenses called Switzerland with $5000. If you look at her budget of last month she budgeted a different amount for a different location. I hope this helps.
