I highly recommend having a secondary and maybe even tertiary type of output per world. Over time, the economy experiences jumps in supply and demand of resources, especially after conquering planets and it's good to have a way of balancing it out by shifting Jobs. In addition to Hydroponics Bays, a good filler module for Starbases are Anchorages with logistics offices. Six Naval Capacity normally costs a Soldier Job.

The only problem is that you can have a limited amount of upgraded starbases before their upkeep starts jumping drastically. Once you go over your starbase cap, the upkeep of all starbases in your empire will go up by 25% per starbase you are over your cap.

I've actually come to like the Agraran Idyll civic though. I made my first pacifist empire a few days ago and took the aforementioned civic because I saw that with it, agriculture districts gave amenities and housing, and every four of them gave an extra building slot for the special buildings. So far I haven't needed to build any city districts at all on my home planet, I took the aquatic start that gives you the size 30 home planet and most of it is filled with farm slots. By 2400 I was making over 1k food a month and hadn't needed to built anything related to amenities or housing so long as that world had enough farms on it, so basically only on the planets more suited to industrial use. The amount of food I was selling per month did cause the price of food to plummet to zero and I crashed the galactic economy for it, but I ended up selling a bunch to the AI empires for what I needed for a better deal. So basically I've made a good Prospectorium for when Overlord drops. I'm gonna try this one with a friend, give him all my excess food and get provided everything else so he doesn't need to build farm districts. Oh, and of course I gave them the snail portrait, the one with the wheat in its mouth. Can't forget that one, it's practically essential to use the peaceful farmer snail portrait for the peaceful farming empire, otherwise what are you doing with your life?

I like Void Dweller cause it makes it easier to specialize resource output based on the deposits it built on. Habitats built over Mineral deposits are obviously geared towards mining and maybe even alloy and consumer good production. And habitats built just in random spots are geared towards food and trade. And then if you go deeper into mega structures, slap down some Dyson spheres and Matter Decompressors. Energy and Mineral problems solved for a long time. If your resource deficit is so high that even a fully upgraded structure can’t fix it, then something is wrong, cause 2k minerals a month from Decompressors is a huge bonus. Plus going for certain traits or civics is also ideal. Even swapping traits for certain planets can help. For example you could give miners on mining worlds the industrious trait, farmers on farming worlds, Agrarian, researchers on research worlds, any number of research traits, etc. Will create a mess of sub species, oh yes definitely, but worth it. I not only specialize worlds but have even gone as far as specializing traits for even more output.

There is actually one good reason to have a surplus of food: trade. Idk why but food seems to be really popular with AI empires mid game.
