Yes this is minor. The idea of minor sounding sad and major sounding happy is oversimplified and is a misconception. No emotion is just “sad” or “happy,” and it’s the same for music. No minor song just sounds “sad,” and some minor songs don’t sound sad at all. The main Mario theme has some minor chords in it!
