Depends on the season. Some would use female suit actresses, some would use male suit actors, or they'd alternate between the two

A great way to tell if footage is from Super Sentai is based on how busty the pink ranger is. If she's flatchested, then its Sentai footage, but if she's busty, then its original footage for Power Rangers.

Mostly men, especially in those days. Even with Toei, it took until Kyoryuger to consistently have women playing the female Rangers. I'm honestly surprised to learn Saban was using women regularly, Toei happily had men playing women.

Bridgett Riley and Sophia Crawford are accomplished Martial Artists in their own right. Bridgett "Baby Doll" was a Boxer and Kickboxer. And she was in WMAC Masters along with Sophia "Chameleon"Crawford.
