The Soviet Union did not exist when the Dendy came out. (Soviet Union fell in 1991, Dendy was released in 1992.) They may not have wanted to get into a market that was unstable due to the dissolution of the Union, but it wasn't because they didn't want to deal with communists.

The average Joe blow in Russia couldn't afford real 1st world merchandise in the early to mid nindies like Nintendo and criminals controlled vast swaths of business and infrastructure, and where there's crime and poverty there's bootlegs. Edit: I'm paraphrasing and oversimplifying a bit but that's the gist, China was the nation that banned games in the 80s necessitating a bootleg industry for the products, later remaining necessary due to how expensive foreign gaming products were to buy legit

Also, for the longest time for whatever reason Nintendo systems on Russian market were overpriced compared to their respective rivals (a surprising lot of Russian 90's kids had Genesis but damn if I know anybody who had an SNES, and N64 was nowhere to be found)

They were still sold normally here in Finland so it's kinda odd that they didn't come visit their neighboring country regularly just to buy 'luxuries'.
