The power to take finger prints without consent is listed in section 61 Police and Criminal Evidence Act 1984. The scope is narrow outside of a police station, once inside a station there is much more room for the police to justify forcing a person to give finger prints. Which is probably why they want you to come in. There is no offence of failing to attend a voluntary interview, otherwise it wouldn't be voluntary. Any subsequent arrest would have to be based on some reasonable grounds of the offence they are investigating. It looks like the police don't really believe they have enough to lawfully force you so they are trying to trick and coerce you into surrendering your information.
